HOW TO STAY SAFE:

Pittsburgh Update: Summer Activity Changes:

  • There are changes to summertime activities. Find the full list of changes here, including details on Farmer's Markets and street closures around parks to create more space.

  • Activities that can comply safely with social distancing guidelines will be allowed. They include:
  • Drive-in movies (by the Special Events office)
  • Farmers Markets
  • Pickup of bulk trash
  • Road closures in City parks (more information below)
  • Tennis courts (singles matches encouraged)
  • Pickle ball courts (singles matches encouraged)
  • Skate parks
  • Fields (but not for organized group sports)
  • Frisbee Golf
  • Lawn Bowling
  • Expanded summer food program (likely to begin June 15)

 

  • Large group events that cannot comply safely with social distancing will not be allowed. They include:
  • July 4 fireworks
  • City-sponsored concerts
  • 5Ks, the Great Race and other races (though they can be held virtually)
  • Summer Camps
  • Citiparks summer youth baseball
  • Summer Line Dancing
  • Pistons in the Park
  • Playgrounds, park shelters and spray parks remain closed until further notice (CDC).
  • Swimming pools (including the Oliver Bath House) will be closed. While the CDC says that swimming itself is safe, it says 6 feet of distance between users is required and no more than 10 people should be allowed at any time. City pool waiting areas, locker rooms and lounging areas are too cramped to allow for appropriate distancing under the guidelines.
  • Bulk pick up and street sweeping have resumed.
  • Parking enforcement related to street sweeping will not be enforced.

Expiration Dates

Pennsylvania Turnpike

REAL ID

The Department of Homeland Security has postponed the enforcement date for REAL ID from October 1, 2020, to October 1, 2021, in response to COVID-19 and the national emergency declaration. Find out more about REAL ID in Pennsylvania.

FIREWORKS TASK FORCE FORMED

  • from June 1 to June 21, Pittsburgh Police received 137 fireworks complaint calls—a 389 percent increase over the 28 calls received over the same period last year.
  • City law prohibits the use of fireworks, even those that are legal, within 150 feet of any structure. Fireworks are also prohibited in all parks, any public space and on private property without consent of the landowner.
  • Anyone caught violating fireworks law is subject to a $100 fine and the possible seizure of their fireworks.

  •  PITTSBURGH – Testing for COVID-19 is now available at federally qualified health centers in Allegheny County and through Pittsburgh Mercy, a certified community behavioral health clinic.
  • The tests will be offered at no charge, and patients do not need a doctor’s referral. Anyone experiencing symptoms of COVID-19 should get tested.
  • Symptoms include: cough, shortness of breath or difficulty breathing, fever, chills, muscle pain, sore throat and new loss of taste or smell. This is not a list of all possible symptoms. Other less common symptoms have been reported, including gastrointestinal symptoms like nausea, vomiting, or diarrhea

  • Apply For Aid: Through the Restaurant Employee Relief Fund, we will provide grants to restaurant industry employees who have been adversely impacted by COVID-19, financially, whether through a decrease in wages or loss of employment.

  • Each approved grant is $500, one per person only
  • Eligibility Requirements: Grants will be awarded on a first-come first-served basis to those individuals who meet the prescribed eligibility criteria, as reviewed and verified by the National Restaurant Association Educational Foundation (NRAEF). Subject to the availability of funds contributed to the Fund, a one-time grant of $500 will be disbursed directly to the applicant following NRAEF’s review and confirmation that their submitted application meets the prescribed guidelines. Awards will be limited to one grant per person.

This fund aims to deliver at least $5k a week to those in Pittsburgh who are in need because they have lost income due to the COVID-19 crisis. For now, we hope to give amounts that are $250 or less.
  • Please donate and share our campaign so we can once again prove that Pittsburgh is a city of bridges which we cross to help and support each other.
  • We are doing our absolute best to prioritize people who may be more vulnerable than ever during this crisis, and people in communities who systematically have less access to social capital, family wealth, new job opportunities and other forms of support.   • UPDATE 5/8 (added to this doc 5/26): PENNSYLVANIA DEPARTMENT OF HUMAN SERVICES ANNOUNCES NEW EMERGENCY ASSISTANCE PROGRAM

  • On Friday, May 8th, the Pennsylvania Department of Human Services announced a new, temporary cash assistance program for low-income families to help them get back on their feet during the COVID-19 pandemic.
  • What is the Program?
  • Eligible families will receive a one-time payment based on their family size. For example, a family of three may receive a payment ranging from $730 to $842, depending on their area.  The cash will be issued through EBT cards.
  • Income requirements are listed below:

  • Families are eligible if they meet all of the requirements listed below:
  • They are pregnant or have kids under 18.
  • At least one family member was working on March 11th and experienced an hour or wage reduction of at least 50% for at least two weeks or lost employment entirely due to the public health crisis.
  • They have an income below 150% of the poverty line.
  • They have assets or savings of less than $1,000.

LOST HEALTH INSURANCE? HOW TO GET COVERAGE ASAP

  • If you lost your health insurance recently or will lose it within 60 days, you can go to www.Healthcare.gov and apply for coverage. 8 in 10 people get financial help (probably higher now). Do not assume it's too expensive. Don't listen to rumors or someone else's experience. You don't know unless you apply. After you submit your application, you'll get a decision within minutes. You can shop and select a plan immediately.
  • If you already have health insurance through Healthcare.gov (or Obamacare), but your income changed, you may be eligible for increased financial help! Log into your account on Healthcare.gov and update the application to reflect the income change. You may not be able to change plans, but your costs can change.
  • Those without internet can call 1-800-318-2596 to reach the federal call center. A rep can walk them thru an application. It's open 24/7.
  • All the insurers available via Healthcare.gov in Allegheny County are covering COVID-19 testing and treatment without copays. (Highmark and UPMC)
  • If yourself or your children may qualify for Medicaid or CHIP (Children's Health Insurance Program), when it gives you the results, it will tell you if it sent anyone's information to the state to be reviewed for Medicaid or CHIP.
  • If someone is sent to Medicaid and you want to check on the application, give it one or two days for the app to show up in the system for the state call center, then call -  1-800-692-7462 (1-800-451-5886 TDD
    for individuals with hearing impairments)
  • If someone is sent to CHIP, same thing, but call -  1-800-986-KIDS (1-800-986-5437)
  • You will get info in the mail about Medicaid or CHIP if the application is sent there.
  • If you are told to provide proof of income or provide any other documentation, do that right away! You will have some time to turn it in, but do it now so you don't forget. The best, fastest way is to upload the documents online. Especially if Healthcare.gov asks you to do this, do it online.

For Medicaid and CHIP, the government has removed some barriers to make enrollment faster due to the COVID-19 emergency, such as giving more time to send documentation. But people still have to send that documentation, so really, people should send things immediately if they have it. (Send = upload, ideally.)

PROTECTION FROM PRICE-GOUGING:

  • On Thursday, the Justice Department announced it is activating a central fraud hotline (1-866-720-5721 or disaster@leo.gov) and has ordered U.S. attorneys across the nation to appoint special coronavirus fraud coordinators

UTILITIES, RENT, ETC:

  • "Tenant Tuesdays at Two" is a weekly conversation led by advocates at Community Legal Services of Philadelphia focusing on tenant issues in response to COVID-19. Each week, advocates will address a different issue faced by vulnerable tenants.
  • This edition focused on Illegal Lockouts and what tenants can do when they are threatened with or experience an illegal lockout in Philadelphia.

  • Pittsburgh Presbyterian Lazarus (412-323-1400) can offer at most $250 in one time assistance to help with rental evictions, pay utility bills, and even such expenses as medical bills.
  • low-to-moderate-income Pittsburghers experiencing economic hardship caused by the COVID-19 pandemic will be able to apply for utility and mortgage payment assistance.
  • PSWA has suspended utility shut-offs
  • Duquesne Light (CLD) has ceased shut-offs
  • FirstEnergy - Temporarily suspend shutoffs and offer payment options to help ease hardships
  • Pennsylvania American Water - Placed a moratorium and discontinued service shutoffs to keep customers safe during the coronavirus pandemic. Additionally, the utility is beginning the restoration of service to previously shut-off customers
  • UPDATE! All evictions have been suspended for Allegheny County. there is an open letter to the City & County to put a moratorium on all evictions and all utility shut-offs during the pandemic. Consider asking your organization to sign on to the letter.

  • Heating Assistance - NEW Crisis Assistance for LIHEAP:
  • PA has received additional LIHEAP funds from Congress through the Coronavirus Aid, Relief, and Economic Stimulus (CARES) Act, which the state will use to fund the LIHEAP Recovery Crisis Program. The program will begin on Monday, May 18 and will offer a crisis benefit as well as a supplemental payment for households that previously received a crisis payment during the 2019-2020 LIHEAP season.
  • Eligibility:
  • Resident of Pennsylvania
  • Income at or below 150% of the federal poverty level
  • Responsible for primary or secondary heating source, either directly or as an undesignated portion of rent
  •   A secondary heating sources necessary to operate the primary fuel type, such as electricity (which is required to operate a natural gas or oil furnace)
  • Actual or imminent home heating (energy) emergency that can be resolved by the crisis grant (alone or with other resources)
  • For this program, in light of the current moratorium on terminations, DHS will accept a past-due utility bill as evidence of an imminent home energy emergency, provided their utility confirms that the balance due would normally result in termination.
  •   DHS will also issue a Crisis grant to cover a past-due deliverable fuel bill (oil, wood, coal, propane) if the deliverable fuel company will not complete a new delivery due to the past-due balance.
  • Benefits:
  • Up to $800 Crisis Grant to resolve an imminent home energy emergency for households that have not already received a Crisis grant in the 2019/2020 LIHEAP season.
  • Automatic $100 supplemental Crisis grant for households that received a Crisis grant during the regular 2019/2020 LIHEAP season (Nov. 1, 2019 – April 10, 2020).
  • Supplemental grants will be directed to the utility for which the household last received assistance unless the household otherwise requests the grant to be directed to a different utility.
  • Consumers who received a crisis grant during the 2019/2020 LIHEAP Season may be eligible for additional crisis grant dollars if necessary to resolve a crisis, up to the maximum $800.
  • How to Apply:

  • If you received a LIHEAP Cash or Crisis grant during the regular 2019/2020 LIHEAP season, you may contact your local CAO to apply over the phone.
  • Print and mail a one page (front and back) application, along with supportive documentation. Spanish applications are available.
  • Print and drop off an application, along with supportive documentation, in the drop-box at the local County Assistance Office. Drop-boxes may not be available at all CAO locations.  Be sure to call before visiting the CAO.
  • COMCAST HAS EXPANDED ITS INTERNET TO HOMES THAT CANNOT AFFORD IT

  • Offering new, low-income Internet Essentials customers two months of free internet and raising the speed of that program’s service. Xfinity WiFi hotspots across the country will be available for free to all users and data plans will be paused for 60 days, giving customers unlimited data for no additional charge. Additionally, the company will not disconnect a customer’s internet service during this period or assess late fees if they contact the company regarding their inability to pay

  • Anyone who is currently out of work due to COVID-19 and currently has NO income is eligible for SFPP and TEFAP using this self-declaration of need form. On the self-declaration of need form, they can simply circle $0 as they have no income. However, they should be advised that if/when their income resumes, they would need to fill out new paperwork and declare that if they intend to continue to obtain food through these programs.
  • Similarly, anyone who has lost hours, etc. because of COVID-19 and has a reduced income may be eligible for SFPP and TEFAP. On the self-declaration of need form, they should circle the income level that currently reflects their new (and potentially temporary) circumstances. As noted above, once their income picks back up, they would need to fill out new paperwork and declare that if they intend to continue to obtain food through these programs.

  • Greater Pittsburgh Community Food Bank will be hosting a Drive-Up Food Distribution on Monday, June 22 from 10:00am - 2 pm Drive-up service will be discontinued at that time. The event is part of the Food Bank’s new drive-up distribution model. Each vehicle will receive one food share (at least 50 pounds of food) per vehicle. Due to the high demand for assistance, to ensure as many people receive food as possible, we must adhere to this policy. The Food Bank will be able to serve up to 500 vehicles at this distribution. For additional food, please contact your local food pantry or contact the Food Bank for information about how to find a pantry near you. You can find a pantry by using the “locator” tab on our website.
  • For the safety of the staff and volunteers working to set-up the event, those attending the event are asked to arrive no earlier than when the event starts at 10 a.m. Those who arrive prior to 10am. may be asked to return at that time. The distribution will end promptly at 1 p.m. Drive-up service will be discontinued at that time.

  • For everyone’s safety, individuals attending the distribution must stay in their vehicles at all times. This will help us maintain six-foot social distancing guidelines. Leaving cars to socialize is strictly prohibited.
  • After pulling into “distribution row”, please put your vehicle in park and unlock your trunk or backseat for food to be loaded. Volunteers will not load food into vehicles until they are in park. Please stay in your vehicle.

DOORSTOP DELIVERY  is a new program from Greater Pittsburgh Community Food Bank

  • To help ensure all of our neighbors have enough to eat, our Doorstep Delivery program is bringing groceries to the most vulnerable people. Doorstep Delivery works by utilizing volunteers, as well as professional delivery and transportation services to bring a 25-pound box of shelf-stable food right to the recipients door. While the contents of the boxes may vary, items in these boxes may include:
  • Canned fruits and vegetables
  • Juice and/or shelf-stable milk
  • Starches such as potatoes, pasta and pasta sauce or pancake mix
  • Proteins such as peanut butter, beans, beef stew or canned chicken or tuna
  • Do I qualify?
  • Doorstep Delivery is for individuals who cannot access food assistance through a pantry or direct distribution site because they do not have access to a vehicle and/or are unable to attend distributions due to health concerns or other sensitive factors.
  • Is there a cost to this program?
  • No, this is a free service provided by the Food Bank.
  • How is the food delivered?
  • The Food Bank is working with volunteers and professional delivery and transportation services to provide food boxes to your doorstep.
  • For the health and safety of delivery providers and recipients, all drivers are required to wear face coverings and gloves.
  • A 25-pound box of shelf-stable food is placed on your doorstep for you to pick up once the driver leaves. Drivers are not permitted to enter the premises of any home or apartment complex.
  • When can I expect the boxes to be delivered?
  • This service is NOT same-day guaranteed. As we build out this program, we will be serving requests in the order they are received.
  • There is no set frequency for these deliveries. As the Food Bank continues to develop this program, we hope to be able to provide a set schedule in the coming weeks and months. We are working our best to match drivers with individuals in need based on their location.
  • How do I schedule a delivery?
  • Individuals in need of home delivery food assistance should call the Food Bank at 412-460-3663 ext. 655. The Food Bank’s COVID-19 concierge team is fielding calls from 8 a.m. – 4:30 p.m. Monday through Friday. We are currently experiencing a high number of calls for this new program.   • Minimize your need to share supplies—if you are sharing, wipe down mouthpieces with an alcohol swab; avoid sharing cigarettes, e-cigs, joints, pipes, works, etc; do not share needles. Contact Prevention Point Pittsburgh for clean supplies & other harm reduction items
  • Put used smoking, snorting, and injecting equipment into a bio-bucket or sharps container so people know they’re used
  • Minimize contact. If you are having sex or doing sex work, avoid coughing, kissing, and direct contact with bodily fluids & ensure condom & dental dam use
  • Plan & prepare for an overdose—load up on Naloxone/NARCAN; experiment with lower doses; make an OD plan with others & stagger use if possible. Emergency services are stretched & may be slower to respond as a result of the pandemic

  • Prepare for a medicine & drug shortage. You might lose access to your drug of choice in an outbreak. Consider alternative drugs or medications that could help take the edge off. If facing potential opioid withdrawal, consider over-the-counter medications to make it less difficult (ibuprofen, pepto-bismol, Imodium). If you take methadone, ask your medical provider about making a plan to prevent disruptions to your dose

  • Veteran’s Place (as of 3/17/20) - Drop in center and van services will still operate normal hours. Vet's Place will not accept outside providers into the space, only clients and internal staff.
  • Light of Life (as of 3/17/20) - Clients getting temperature screened before entering. Elevated temps advised to go to hospital. Meals still happening, trying to implement to-go meals. Extended donation hours M-Th, 10am to 4pm. Only two people at a time allowed in donation center.
  • Pleasant Valley (as of 3/17/20) - Overnight residents may stay in during the day and can receive lunch. Drop in center open to people taking showers and doing laundry only (M-F). Take out lunches will be offered MWF between 12pm - 1pm. Capacity will be limited to 20 persons per area. People may have to wait outside if capacity is exceeded.
  • Allegheny Link (DHS) (as of 3/17/20) - Main hotline 866-730-2368; in-person & site visits are suspended, call to be helped remotely. Field Unit is functioning remotely.
  • Operation Safety Net (as of 3/17/20) - Minimizing face to face contacts. Focusing on medically vulnerable, and virus-vulnerable individuals.
  • Bethlehem Haven (as of 3/17/20) - currently remaining open; shelter residents are cleared during day for cleaning
  • Shepherd’s Heart (as of 3/17/20) - Normal operations. Clients will receive food in containers.
  • Jubilee Kitchen (as of 3/17/20) - clients can come between 11am-12pm daily for take-out lunch. No indoor service.
  • First Presbyterian Dinner (as of 3/17/20) - no indoor service; volunteers will distribute bagged meals
  • Persad (as of 3/17/20) - Clients can still come to shower, do laundry, and access food pantry. No "drop in" or congregating hours at this time.
  • Project Silk (as of 3/17/20) - Open Wednesdays from 1-5pm for services only. Clients can reach out to Silk to schedule 1 on 1 appointments, 412-532-2128.

PET CARE:

  • Animal Friends Offers Temporary Emergency Shelter for pets of COVID-19 patients
  • During this challenging and uncertain time, the Clinic & Community Services team is available to answer questions and concerns about your pet’s health.  Telemedicine appointments include a phone consultation only.  The doctor can help to assess the severity of the situation.  In case of emergency, please take your pet to the nearest emergency clinic right away.  Telemedicine appointments are available if your pet is experiencing any of the following:
  • Coughing, sneezing for more than one day;
  • increased thirst or urination;
  • vomiting and/or diarrhea for more than one day;
  • sudden change in behavior or mood;
  • trouble breathing;
  • bleeding;
  • birthing struggles;
  • bloating or retching;
  • trouble urinating or defecating

GUIDANCE FOR PET OWNERS DURING COVID-19:

Pennsylvania pet owners were also offered the following advice:

  • Identify a family member or friend who can care for pets in case of illness.
  • Have crates, food, and extra supplies on hand for quick movement of pets.
  • Be sure all vaccines are up to date, in the event boarding becomes necessary.
  • Make sure you have proof of current vaccinations.
  • If you do not have paperwork, reach out to your veterinarian for a copy (a digital version on a mobile device is acceptable proof).
  • Failure to have proof of current vaccinations could result in your dog needing revaccinated.
  • Ensure all medications are documented with dosages and administering directions, including the prescription and contact information for your veterinarian.
  • Pets should have identification: collar with dog license and rabies tag, or any other vanity style tag with owner information. Information can also be placed on the pet's cage depending on the type of pet.
  • Place a list of pets in the home on your front door for emergency responders. Include a description of each animal, location in home or on the property, and any other pertinent information specific to each animal.
  • According to the World Health Organization and the Centers for Disease Control and Prevention, COVID-19 is not zoonotic and cannot be contracted or transmitted by cats and dogs.

People in Prison & People Being Released From Prison

  • Transitions Clinic Network - Most of the people being released nationally due to COVID19 have chronic illness.  TCN  is a national network of medical homes for individuals with chronic diseases recently released from incarceration in 11 states, paired with a formerly incarcerated community health worker as a part of their clinical team.
  • TGI Justice Project works with Black transgender current and former prisoners and will provide resources for people being released, money for people currently in prison to buy protective/hygiene gear, and housing and food for Black trans people who are homeless.
  • Bonafide -  meets people upon release at the prison gate and provides them with material necessities – like clothing, toiletries, and a cellphone- as well as emotional and logistical support, rides, etc.
