The FSA finalized the regulatory notice designating rules of the Financial Instruments Firms Association based on the “Cabinet Office Order on Financial Instruments Business, etc.” The Cabinet Office Order and the regulatory notice mandate OTC FX margin brokers to implement stress tests and take measures to ensure their managerial soundness.
The regulatory notice will be enforced on January 1, 2020.

The FSA proposed the draft regulatory notice pertaining to TLAC (Total Loss-Absorbing Capacity) requirements for financial instruments business operators whose parent companies are foreign companies. Based on the PDF“Principles on Loss Absorbing and Recapitalisation Capacity of G-SIBs (Global Systemically Important Banks) in Resolution”open new window and other relevant documents published by the FSB (Financial Stability Board) in 2015, the proposal mainly aims to;
(1) designate entities to be subject to TLAC requirements among the financial instruments business operators whose parent companies are foreign companies, thereby stipulating the required standards for “internal TLAC” and qualification requirements that should be ensured by the financial instruments business operators who are to be subject to TLAC requirements;
and to
(2) make other minor technical amendments.

The FSA published “Statistics of NISA and Junior NISA Accounts.” As of March 31, 2019, there were approximately 12.8 million NISA accounts in total, and approximately 16.5 trillion yen (approximately 152.8 billion USD) was invested through the NISA accounts, among which, 133.2 billion yen (approximately 1.2 billion USD) was invested through approximately 1.3 million accounts of Dollar-Cost Averaging NISA (individual saving account for periodic investment) which has started since January 2018.
